Excel: Digits on both sides

I’m trying to put the digits that comes before and after the [I]target digit on the left[/I]. For example: The target digit on the left is 9, so it will produce 8 and 10 on the right. The range of the numbers are from 1 to 41. Note: If the number on the left is “1”, the numbers (on the right) will be 41 and 2.
